The Department's Program Administration is not able to answer questions regarding federal or state taxes.

Students should consult a tax advisor. Below are a list of resources found at Penn State regarding taxes.

Other Tax Information/Resources

There is help on campus for those whose income is less than $54,000 and who are “residents for tax purposes.” The program is the VITA (Volunteer Income Tax Assistance Program, an IRS-sponsored volunteer program) and managed at University Park through Penn State Cooperative Extension (College of Agricultural Sciences), Dickinson School of Law and Smeal College of Business.  

You can make an appointment in one of two ways: self-schedule online at any time by logging in to the VITA website or calling 814-863-4147 between 9 a.m. and 4 p.m., Monday through Friday.  You will be required to cancel the appointment if you cannot attend.

The Office of the Bursar maintains information pertinent to tax credits and deductions and can assist you with information regarding each.

Do I pay taxes on my fellowship?

Penn State does not withhold taxes from fellowship stipends. The Payroll office should be consulted on any questions regarding withholding from student stipends. Although taxes are not withheld, these monies may be taxable according to federal guidelines. Please see IRS publications #970 and #505 or contact a tax accountant for additional information.

As of July 1, 2000, graduate assistants are no longer required to pay FICA taxes on assistantships.  This exception to the payment of FICA (Social Security and Medicare taxes) is based upon education and not employment being the predominant aspect of graduate assistants’ relationship with the University. 

As a result, graduate assistants do not have 7.65% withheld from their stipend for FICA taxes.  This will amount to a savings of approximately $1,594 for the average 2016 Fall 1/2-time total stipend ($20,837).
