Abstract: We propose a new extension of the Color Glass Condensate effective action approach to particle production at low Bjorken x to possibly unify it with collinear factorization formalism applicable to production of high transverse momentum (intermediate/large x) particles in high energy collisions. The need for such a unified formalism will be motivated and the first step taken in this direction will be discussed.
