Other Services and Regulations

The Paul Robeson Cultural Center functions as a forum for the cultural, educational, and social involvement for all students at Penn State. The Cultural Center provides opportunities for students to develop understanding skills, attitudes, and values essential for success in life. As an active programming unit, the Paul Robeson Cultural Center offers a balanced series of activities featuring an African-American perspective. Those activities include films from Black American, celebration of Kwanzaa, Black History Month, and field trips to museums with cultural exhibits. The Cultural Center is located on the ground floor of the HUB-Robeson Center. The Multicultural Resource Center (MRC), located in 220 Grange Building, provides students with an assigned counselor outside their academic adviser to help as they attempt to maneuver their way around Penn State for the first time. Diane Farnsworth is the assigned counselor/adviser to all Lenfest Scholars.

The Bunton-Waller Fellows and Lenfest Scholars programs would like to acknowledge the continuing support and efforts of the Office of the Vice Provost for Educational Equity. Without the support and assistance of this office, the Bunton-Waller Fellows and Lenfest Scholars programs would not exist. Our most sincere appreciation goes to the staff for providing this exceptional opportunity for students to complete successfully their degree at Penn State, and to serve as role models for generations to follow.

Religious Services:

Several religious services exist on Penn State’s campus. Please contact the Center for Ethics and Religious Affairs (http://www.sa.psu.edu/cera/ or 865-6548) for a complete list of service locations and times.

Police Services:

The University maintains its own security force, the Security Patrol, in order to provide safety and protection. All students are expected to cooperate with security regulations. Police Services is located in the Eisenhower Parking Deck, and can be reached at 863-1111.

Library Services:

All students will be registered at Penn State’s main libraries, Pattee and Paterno. In addition to Pattee and Paterno libraries, the University operates additional libraries for each college throughout the campus. The location and numbers of useful resources are listed below:

Safety Precautions and Troubleshooting

Preventing Theft

Since Penn State cannot assume responsibility for damage or loss of personal items of students or their guests, students must take responsibility for protecting their own belongings. Students are encouraged to obtain insurance protection for their personal belongings.

1. Lock your doors at all times and carry your keys with you.

2. Do not leave personal belongings in the public area of the residence hall.

3. Report any loss or theft to your Resident Assistant or your Resident Assistant Coordinator immediately.

 

Maintenance Problems in Rooms

You should report all maintenance problems in your room to the Resident Assistant Coordinator or the Program Assistant Coordinator.

 

Alcohol and Drugs

The use of alcohol by individuals under the age of 21 is prohibited by Pennsylvania law and is not permitted on University property.

Pennsylvania and Federal law prohibits the possession, sale, or use of drugs. Your health may be seriously endangered by the use of drugs. Possession, sale, or use of drugs will subject you to immediate dismissal from the program and/or legal prosecution. Suspicion beyond a reasonable doubt will subject you to immediate dismissal.

 

Gambling

Gambling is prohibited by Pennsylvania law and is not permissible on University property. Students involved in gambling will be subject to disciplinary action.

Firearms and Firecrackers

Firecrackers are illegal in Pennsylvania and are not permitted on University property. Firearms are not permitted on University property. Students possessing or setting off firecrackers or firearms will be dismissed from the program.

 

Smoking

Since the University has banned smoking from all public university buildings and medical evidence shows that smoking endangers the lives of both the smoker and those in the vicinity, we would like to discourage smoking at all times.

 

General Courtesy

Penn State does not tolerate the harmful and dangerous behaviors of cheating, stealing, and physical or mental harassment among its students, and will move to discipline students involved in such behaviors.

The University Housing staff strictly enforces all the regulations stated below for the safety of the students and the maintenance of University property. Breaking the rules will result in fines, expulsion from the program, and other disciplinary action.

  • 1. Students are responsible for any damages to their rooms or to the furniture in their rooms. Students should keep their rooms, as well as bathrooms and study lounges, in satisfactory condition.
  • 2. Students may not paint their rooms.
  • 3. Students may not remove furniture from their rooms to another room, nor may they remove furniture from any other place in the building to their rooms.
  • 4. Students may not remove window screens from the hall or room windows.
  • 5. Rooms may be decorated with pictures and posters using picture hooks to secure them. Decorations should be hung from the picture moldings on the walls.
  • 6. Candles and incense are not permitted in the residence halls.
  • 7. Weight-lifting equipment is not permitted in student rooms because of noise and the potential damage it might do to the floors.
  • 8. Certain electrical devices are not permitted in student rooms because of fire hazards. Appliances that are not permitted in dorm rooms include, but are not limited to: air conditioners, hot plates, toasters, and heaters. Items such as hairdryers, curling irons, study lamps, and clocks are permitted.
  • 9. Beds must remain assembled.
  • 10. Students must not tamper with fire equipment such as fire extinguishers and fire alarms. Tampering with fire equipment is punishable by law.

University Housing Staff will charge all students responsible for damages in the residence hall.



Rules of Courtesy in the Residence Hall

Living in a residence hall means living in a community where mutual respect, courtesy, and understanding are the rule of thumb. Students living on your floor are your neighbors. Treat them as you would yourself!

1. General rules of courtesy and consideration mandate that you enter the room of another only after you have knocked and have been invited to enter.

2. Quiet hours will be in effect from 8:00 p.m. every evening, Sunday through Thursday; however, consideration of others should be observed everyday of the week.

3. During quiet hours there are no:

  • a. Excessive or unnecessary noise in rooms, halls, lounges, or bathrooms.
  • b. Slamming of doors
  • c. Running or shouting in the halls.

4. In consideration of others, chewing tobacco is not allowed in the residence hall.
